TECHNICAL REGULATIONS

• 1. ORGANISERS

The Turkish Chess Federation under auspices of the FIDE.

• 2. PARTICIPANTS
• i. In accordance with FIDE regulations, players entitled to participate are those born on or after 1st January 1988.
• ii. The players placed 1-3 in the previous Championships and the champions of Continental Junior Championships, and the top 6 (4) players from the International rating list for men (women) have the personal right to participate in the tournament, if they fulfil the condition described above, as well as the present World Boys (Girls) - 18 and 16 champions.
• iii. In addition to the players mentioned above, each affiliated federation has the right to send one representative in the juniors and one representative in the girls-20 championships. The organizing federation will have a second place in the tournament, and will hold a player in reserve to make an even number of participants, if necessary.
• iv. If a federation (including organiser) wishes to have additional players participating, besides those qualified by normal means and by personal right, they have to fulfil following conditions:
• a. payment to FIDE of the approved fee of 140€ per player in advance;
• b. payment of the full board and lodge of the additional player(s) to the organisers in advance;

An identity photo 2x3 cm should be sent for the badge of the players, coaches and accompanying persons. Otherwise the photo can be taken on arrival (€ 3).

According to FIDE regulations a 70€ entry fee is required for each player, except defending champion (140€ for any additional player). This amount must be sent to FIDE in advance.

• 3. CATEGORIES, SYSTEM AND RATE OF PLAY
• i. The championships will be played in two categories as: the World Junior Championship U20 and the World Girls Championship U20.
• ii. The Championships will be played according to the FIDE Swiss System with 13 rounds, with a free day after 7^th round. The national rankings will not be taken intoaccount for pairings.
• iii. The rate of play will be 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one.

• 4. RANKING AND TIE BREAK SYSTEM

The final ranking order of the players is determined by the number of points scored.

If at the end of the tournament two or more players are tied for the first place, the tie shall be broken according to FIDE regulations D.VI.01.14:

• a. For swiss tournaments where the players involved have all played only against rated opponents, after eliminating the lowest rated opponent, find the sum of opponents` ratings. The highest total wins. If still tied, eliminate the rating of the next lowest rated opponent(s) until a decision is possible.
• b. For other swiss tournaments, the sum of progressive scores. The highest total wins. If still tied, deduct the first round score, and if necessary the second round and so on.

• 5. APPEALS AND APPEALS COMMITTEE
• i. Protests against decisions of the Chief Arbiter or his assistants must be submitted in written form to the Chairman of the appeals committee within 30 minutes after completion of the playing session. The protest must be accompanied with the sum of 100 € as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the FIDE.

• 6. SCHEDULE

World Junior Chess Championships 2008 will be held from 02 August (day of arrival) until 16 August (day of departure) 2008 in Gaziantep (Turkey). The Chief Arbiter after consultations with FIDE and the Organizers may make changes on the tournament schedule. Such a change will be announced in due time.

• 7. PRIZE FUNDS
• i. All players and arbiters will be given diplomas for participation.
• ii. Top three places in every category will be awarded with trophies and medals.

• 8. ADDITIONAL REGULATIONS
• i. Article 10.2 of the Laws of Chess is not valid.
• ii. Analyzing is not allowed in the playing hall.
• iii. Players who have finished their games shall be considered to be spectators and are not allowed to stay in the playing area.
• iv. It is strictly forbidden to bring a mobile phone, into the playing hall. If a player's mobile phone rings in the playing venue during play for any reason, that player shall lose the game according the Laws of Chess.
• v. Flashes may be used only in the first ten minutes of the games.
• vi. In case of prearranged games both players will be penalized.
• vii. We assume that all the players have read the Tournament Regulations and are obliged to obey them.
• viii. Only the players and arbiters shall be allowed in the actual playing area, except with the express permission of the chief arbiter.

• 10. ORGANİZATÖRLER

Yarışmanın düzenleyicisi, FIDE'nin onayı ile TSF'dir.

• 11. KATILIMCILAR
• v. FIDE yönergeleri uyarınca yarışmaya katılan sporcular, 1 Ocak 1988 ve sonrasında doğmuş olmalıdırlar.
• vi. Önceki Şampiyona'da ilk üç dereceye girenler, Kıtasal Şampiyona birincileri, uluslararası rating listesinde en üstte yeralan baylarda(6), bayanlarda(4) sporcu, ve mevcut Dünya 18 ve 16 yaşaltı şampiyonları(bay/bayan), yukarıdaki koşulları sağlamaları halinde yarışmaya doğrudan katılma hakkına sahiptirler.
• vii. Yukarıdakilere ek olarak, her katılımcı federasyon birer katılımcı(bay/bayan) yollama hakkına sahiptir. Düzenleyici federasyon, gerektiğinde oyuncu sayısını çift yapmak için oyuncu bulundurmak gibi ikinci bir hakka sahiptir.
• viii. Bir federasyon yukarıda belirtilenlerin dışında ek katılımcı yollamak isterse aşağıdaki koşulları yerine getirmelidir:
• c. FIDE'ye oyuncu başına 140€, peşin ödeme;
• d. Düzenleyicilere ek oyuncu(lar) için ‘full board' konaklama peşin ödemesi;

Oyuncu, eğitmen ve refakatçilerin kimlik kartları için 2x3 cm'lik birer  fotoğraf gönderilmelidir. Aksi halde fotoğraf varışta çekilir(€ 3).

FIDE yönergeleri gereğince, mevcut şampiyon hariç  her oyuncu için 70€ giriş bedeli ödenmeli-dir (diğer ek oyuncular için140€ ). Bu bedel FIDE'ye peşin olarak ödenir.

• 12. KATEGORİLER, SİSTEM ve OYUN SÜRESİ
• iv. Şampiyona 20 yaşaltı Bay ve Bayan olarak iki kategoride düzenlenmiştir.
• v. Şampiyona FIDE İsviçre Sistemi ile 13 tur olarak oynanacaktır(7. Turun ardındaki gün tatildir). Ulusal ratingler eşlendirmede gözönüne alınmaz.
• vi. Oyun süresi ilk 40 hamle için 90 dakika, sonrası için 30 dakikadır; ilk hamleden başlayarak hamle başına 30 saniye ek süre verilir.

• 13. DERECELENDİRME ve EŞİTLİK BOZMA

Son sıralama oyuncuların elde ettikleri puanların toplamıyla belirlenir.

Yarışmanın sonunda iki ya da daha fazla oyuncu birinciliği paylaşırlarsa eşitlik ilgili FIDE yönergesi D.VI.01.14' göre bozulur:

• c. Dahil olan oyuncuların yalnızca ratingli oyunculara karşı oynadıkları isviçre sistemi turnuvalarda, en düşük ratingli rakip çıkarıldıktan sonra rakiplerin rating toplamı bulunur; en yüksek toplam kazanır. Hala eşitlik varsa sonraki en düşük rating değeri çıkarılır, bu işlem eşitlik bozuluncaya kadar sürdürülür.
• d. Diğer isviçre sistemi turnuvalarda, kademeli puan toplamı alınır, en yüksek toplam kazanır. Hala eşitlik varsa ilk tur skoru çıkarılır ve gerekiyorsa ikinci tur çıkarılır, işleme eşitlik bozuluncaya kadar devam edilir.

• 14. İTİRAZLAR ve İTİRAZ KURULU
• iii. Başhakem ya da yardımcılarının kararlarına karşı yapılacak itirazlar, tur bitiminden en geç 30 dakika içinde ve yazılı olarak yapılmalıdır. İtirazla birlikte 100 € bedel imza karşılığı alınır. Bu bedel İtiraz Kurulu Başkanı tarafından tutulur. İtiraz kabul edilirse derhal iade edilir, edilmezse FIDE'ye gelir kaydedilir.

• 15. PROGRAM

World Junior Chess Championships 2008, 02 Ağustos (varış) ve 16 Ağustos (ayrılış) 2008 tarihleri arasında Gaziantep'de yapılacaktır. Başhakem FIDE ve organizatörlere danışarak yarışma takviminde değişiklik yapabilir. Böylesi bir değişiklik zamanında duyurulur.

• 16. ÖDÜLLER
• iii. Tüm oyuncu ve hakemlere katılım belgesi verilir.
• iv. Her kategoride ilk üç derece madalya ve kupa ile ödüllendirilir.

• 17. EK DÜZENLEMELER
• ix. FIDE Satranç Kurallar Madde 10.2 geçerli değildir.
• x. Yarışma salonunda analiz yapılmasına izin verilmez.
• xi. Oyunları biten oyuncular seyirci sayılırlar ve yarışma salonunda kalamazlar.
• xii. Yarışma sahasına cep telefonu getirmek yasaktır. Oyun sırasında, oyun salonunda cep telefonu çalan oyuncu, oyunu kaybeder.
• xiii. Yalnızca oyunların ilk on dakikasında flaş kullanılabilir.
• xiv. Önceden anlaşılmış oyunlar halinde her iki oyuncu da cezalandırılır.
• xv. Bu yönergeyi tüm oyuncuların okuduğu ve uymayı kabul ettiği varsayılır.
• xvi. Başhakemin özel izni haricinde yalnızca oyuncu ve hakemler oyun salonunda bulunabilirler.
